When I was a kid, I wondered why the ladies would wear dresses/skirts. As I got older, I figured out that they did so to attract guys. But I think there is more to the story.
Probably back in the olden days, the women word dresses to hide their lower figure. They were also undoubtedly easier to make than pants. Of course, the fellas needed pants to facilitate the hard labor outside that was expected of them; women not so much.
Probably over the years (at least in the modern era) women noticed that as the hem-line got higher, they attracted more attention. Of course, in times past, one would want the hem-line to rise too high, as nobody wanted to be branded a slut (except for prostitutes and such). Then in the 1960’s, all bets were off. Short was AOK. But would the fellas marry girls who wore short skirts? I am betting that some women bet wrong.
Then we have today. High hemlines are not so common. probably because they say slut. Some things never change. Perhaps someone out there has a different view on this.
So why are the fellas attracted to dresses/skirts? The higher the hemline, the more suggestion there is of what is underneath. That can’t be denied. However, perhaps the attraction is that dresses/skirts are associated with women, and men want women to be women. They are gratified to see women being women and are attracted to such.
Any other ideas?

Men like women in dresses because
1) Wearing dresses and skirts is uniquely feminine
2) Wearing dresses and skirts conceals the lower figure and leaves something to the imagination
3) The woman wearing the dress/skirt isn’t displaying all the goods. Her man is the only one who knows what she really looks like under there. Which leads to
4) Male ownership. Men have a sense of “ownership” over their women, especially their sexuality. Sure, maybe she goes where she wants and works where and how she wants, and sees her friends when she wants. But her sexuality belongs to HIM. HE “owns” it. And, in a sense, he owns HER, or at least that part of her. That’s what he wants.
He wants to be the only one who knows that about her – her form, how she looks there, how she feels, tastes, smells. He wants to be the only one who gets to go in there. And he’s the only one who goes in there because that part of her belongs to him. He “owns” that part of her.
